Login To ODSM Application Fails After P4FA (Rel 7) Patching (Doc ID 1916278.1)

On : version, OID LDAP Server

After applying patches for Fusion Apps - P4FA FOR SYSTEM PATCH or above, the ODSM application no longer works.
The ODSM welcome page is not fully rendered and not able to connect to a directory server.

- Welcome image (welcome.jpg) is not found.

- Nothing happens after clicking connect or cancel in the "Connect to a directory" dialogue.

Address bar URL stays at /odsm
When ODSM is working, the URL at the welcome page is re-written to

The P4FA FOR SYSTEM PATCHes are a collection of individual patches for various components in the product stack. The relevant patch for this issue is ADF Bundle Patch 17997413 in the oracle_common home.

Due to this issue, users cannot manage OID/OVD with the ODSM Application.
