New OID Users Created via OIDDAS Fail to Login to Reports: REP-52280: An Oracle OID generic error occurred. (Doc ID 1917441.1)

Symptoms

Oracle Internet Directory (OID), e.g., 11g 11.1.1.7.0, and Delegated Administration Services (DAS or OIDDAS) with Oracle Access Manager (OAM).

Oracle Reports is failing only for new users created via OIDDAS:

REP-52280: An Oracle OID generic error occurred.

All other users created before work fine with Reports.

Also, all users can login to OAM for Portal and to Forms without problems.

Only Reports fails for those newly created users.

Comparing all attributes between working and nonworking users show no differences.  No OID log errors are reported when searching for the nonworking user, and no differences in searches and other operations, other than about ~twice as many searches and binds are logged for the working user as for the nonworking user.  Bypassing OIDDAS by creating another new test user using "create like" from a working user in ODSM does not work for Reports, and neither does temporarily granting realm administrator privileges to the new test user.
