Cache Management Tool Not Working After Upgrade (Doc ID 1918433.1)

Goal

After upgrade from WebCenter Sites 7.5.3 to 7.6, the inCache cache management tools at http://{server}:{port}/{context}/cachetool don't work any more. They show "User is not authorized."

How can you manage the cache in Sites 7.6?
