Symptoms
On : 11.1.1.7.0 version, Content Server
When attempting to start WCC managed server,
the following error occurs.

Caused By: javax.naming.CommunicationException [Root exception is java.net.ConnectException: t3://OracleApps:8001,OracleApps:9001,OracleApps:8890,OracleApps:16400,OracleApps:8889,OracleApps:16000,OracleApps:8888: Destination unreachable; nested exception is:
java.net.ConnectException: Connection refused; No available router to destination]
