OWSM Policies Related Error 'WSM-02120' in WCC Logs (Doc ID 1918729.1)

When attempting to start WCC managed server,
the following error occurs.

oracle.wsm.policymanager.PolicyManagerException: WSM-02120 : Unable to connect to the policy access service.
