OAM 11gR2 Performance Issue Of ImportPolicyDelta Script (Doc ID 1918832.1)

Goal

The script importPolicyDelta(). which is used to load/modify policies in OAM Policy Database, is very poor.  We got better test results after applying some patches (Response Of Application Domains In OAMConsole Is Very Slow (Doc ID 1588716.1)).  Is there any other thing that could be done to improve this performance?
