Symptoms

International special characters in embedded links are displayed incorrectly encoded when viewing through Remote Satellite Server, but are displayed correctly when viewing directly from the Sites Delivery server.
The Sites Delivery Server and Remote Satellite Server has "file.encoding=UTF-8".

E.g.
On Sites Delivery server, the embedded link has the following text:

But when viewing on Remote Satellite Server, the following text is displayed:
