Unable To Receive Capture Email Notification and Receiving Error "Failed to deliver email." (Doc ID 1920063.1)

Symptoms

After configuring email notification, per section 3.2.1 of the Administering Oracle WebCenter Capture, and specifying an email address in the post process section of the document conversion job, the following error is reported in the capture-server-diagnostics log:
