During config.sh on the Second Node of a Cluster, the EM FMW Control console > "Agent-Monitored Targets" Page Shows OID 11g Components (OID2, OVD2 and DIP2) with "Needs Configuring" Under the "Agent" Column

Goal
Due to issues in <Document 1921402.1>, reinstalled both clusters but this time also checking the Enterprise Manager (EM) targets during the installation.
After the second OID config.sh was completed on both second cluster nodes, noticed that the EM Targets were showing all of the OID components (e.g., OID2, OVD2 and DIP2) for Node2 with "Needs Configuring" (under "Agent" in EM Fusion Middleware (FMW) Control console > Farm_Domain > Agent-Monitored Targets page).
So went into EM and configured each of those targets manually, so that the Agent pointed to the correct Node2 for each component before continuing.
Afterwards, the previously experienced problems (<Document 1921402.1>) no longer occurred.
Is it expected to have to configure the targets that show "Needs Configuring" this way, during installation/configuration?
Below are samples from EM screen shot pages recorded:
1. After completing configuration on Node1, EM Agent-Monitored Targets showed all Node1 components up and running:
Oracle Enterprise Manager 11g Fusion Middleware Control
Farm_MyIDMDomain > Agent-Monitored Targets
Targets
Target Name Target Type Host Agent Configure
/Farm_MyIDMDomain/ias_inst1/oid1 Oracle Internet Directory <NODE1_HOSTNAME> http://<NODE1_HOSTNAME>:5162/emd/main

/Farm_MyIDMDomain/MyIDMDomain/wls_ods1/DIP... Directory Integration Platform Server... <NODE1_HOSTNAME> http://<NODE1_HOSTNAME>:5162/emd/main
2. After completing the second configuration on Node2 of the cluster, noticed that all three OID components (OID2, OVD2 and DIP2) are showing with "Needs Configuring" under the Agent column:
Farm_MyIDMDomain > Agent-Monitored Targets
Targets
Target Name Target Type Host Agent Configure
/Farm_MyIDMDomain/ias_inst2/oid2 Oracle Internet Directory <NODE2_HOSTNAME> Needs Configuring
/Farm_MyIDMDomain/ias_inst2/ovd2 Oracle Virtual Directory <NODE2_HOSTNAME> Needs Configuring

/Farm_MyIDMDomain/MyIDMDomain/wls_ods1/DIP... Directory Integration Platform Server... <NODE1_HOSTNAME> http://<NODE1_HOSTNAME>:5162/emd/main
3. Before clicking OK to finish the Configuration, selected the blue Configure icon for each OID component Node2, verifying that the Agent selected and listed was correct for each component.
4. After completing the configuring each of the OID components for Node2, then the results looked correct:
