SOA Does Not Send Human Workflow Email Notifications To New Configured Email Server. (Doc ID 1924402.1)

Symptoms

On : 11.1.1.6.0 version, Human workflow (11g+)

ACTUAL BEHAVIOR
---------------
SOA human workflow email driver is configured and sending emails to the correct email server.
After modifying the SOA/UMS email driver to direct notification emails to a different email server you find that they are still being sent to the old email server.
OIM / Oracle Identity Manager is configured within this SOA domain.


EXPECTED BEHAVIOR
-----------------------
Emails are sent to the correct (new) email server.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. modify the SOA/UMS email driver to send outgoing notification emails to a different email server
2. stop the soa_servers
3. delete the contents of the following directories
  - $FMW_HOME/user_projects/domains//servers//cache
  - $FMW_HOME/user_projects/domains//servers//data
  - $FMW_HOME/user_projects/domains//servers//tmp
4. start the soa_servers
5. observe the notification emails are still being sent to the old email server and not to the new email server as per the driver configuration

Due to this issue, unable to send valid notification emails to users for processing
