OAM 11g : Failed to communicate with any of configured Access Server errors in oam.out logs (Doc ID 1926254.1)

Symptoms

 oam.out logs continuously log "Failed to communicate with any of configured Access Server" error messages in the logs.

This is a working 11.1.2.2 setup. There is no loss of functionality except that these error messages fill up the logs.
