Enterprise Capture Client Cannot Launch On JRE 1.7.0_40 (Doc ID 1926761.1)

Symptoms

The Enterprise Capture client does not load the applet on JRE 1.7.0_40.  It works fine on 1.7.0_04.

The client will fail until the java cache is cleared.  Then it will work on the first connect.  Any attempt afterwards fails until the java cache is cleared again.
