How to configure the Managed Attachments Detach Button to only function for the particular user that created the attachments ? (Doc ID 1927393.1)

Goal

1. The Managed Attachment (MA) Screen has two attachments, attached by different users (user1, weblogic) with one EBS record.
Note: MA dialog is currently logged in with user1 user.

2. user1, selects the attachment that was attached by the weblogic user, and clicks the detach button.

3. The default out of the box behavior is that user1 is able to successfully detach the attachment that was attached by user weblogic.

Requirement: If user1 is not the user that attached that document, then the detach button should not allow the ability to detach the weblogic user attachment.
