UCP Connection Pool Returns "No Valid Connection Available" During Intermittent Network Outages

When using the 18.104.22.168 or 22.214.171.124 UCP and JDBC driver, when network outages intermittently occur, the following error is returned:
This happens in place of a more descriptive / useful error indicating a network interruption or an "unable to connect to the database" type of error message.
This also happens instead of any attempt to create new valid connections.
This may also happen with UCP 126.96.36.199.
