Cannot log into newly created site with Sites integrated to Active Directory

Symptoms
Sites is integrated with Active Directory 2008 R2. The user fwadmin is able to log into an existing site (e.g. FirstSiteII) but cannot log into a newly created site, despite being granted sufficient roles on the new site. It appears to authenticate, but does not have sufficient roles to permit access.
