403 Response Differs Depending on which Content Server is Used

Symptoms
When attempting to click on the webviewable link to a content item for which the user has no access, the response that the user is given varies depending on which content server they're using.
One server replies with a message saying 403--Forbidden. On another server, it replies with a message saying "Unable to download 'DEV_123456'. User 'myusername' does not have sufficient privileges.", which is a much more meaningful message for the user.
On both systems if the native file link is clicked the message "Unable to download 'DEV_123456'. User 'myusername' does not have sufficient privileges." occurs.
Due to this issue, users are confused since the same message does not occur on both systems even though the steps and circumstances are the same
