Symptoms

After upgrading from Oracle API Gateway (OAG) 11.1.2.2.0 or OAG 11.1.2.2.2 to OAG 11.1.2.3.0, the following warning is observed when the 11.1.2.3.0 Node Manager is started for the first time during the upgrade procedure:

id: OAuth_ClientAccessTokens: File does not exist. This may be a NEW table.
