Symptoms
Customer has a 2 node cluster setup.
Customer set the parameter local.optimization.force=true.
For any reason the BPEL processes are failing and the local
optimization is switched off.
This is correct according to the documentation :

Chapter 3.7 Configuring Local Optimization
To get the local optimization back customer need to bounce the SOA server.
This is unacceptable in a production environment.
For performance issues customer needs an option to switch back to local
optimization without bouncing the server.
With local optimization the call needs 3-5 seconds.
Without local optimization the call needs up to 15 seconds.
