Alternative Options To Move Code Between Environments Other Than Publishing (Doc ID 1936164.1)

We are trying to ascertain options to move our CM Site (content definitions, Templates/CSElements, roles etc.) from our DEV environment to Staging/Management environment without using Publishing capability. Our client regulations currently do not allow publishing through the firewall between different environments. We are currently looking to use the Developer tools to export and create modules that can be then versioned and used to import to all the environments until Staging. Is doing this one of the recommended approaches other than publishing? Are the developer tools fully supported for this kind of use? If yes, what kind of pitfalls do we need to be aware of?
