Actions Menu From Personalize Pages Is Different After Upgrading To 11.1.1.8.x

Goal
Why there are less options under Personalize Pages ->Actions menu in an 11.1.1.8.x portal than in an 11.1.1.6.x Portal?
11.1.1.8.x only has Reset Layout, Add to Home Portal, Send Mail, About this Page.
But 11.1.1.6.x has other options such as Rename Page, Copy Page, Set Page Access etc.
Because of this change, how can a user access those options?
