For a cluster with weight based load balancing, if a server has weight < 5, that server is never chosen.

For example, the request will not be sent to Server-1 on the below WLS domain.

Cluster (Configuration)

General > Default Load Algorithm: weight-based

Servers

Server-1 > Configuration > Cluster > Cluster Weight: 1

Server-2 > Configuration > Cluster > Cluster Weight: 10

Server-3 > Configuration > Cluster > Cluster Weight: 100
