Login To WebCenter Portal Using OAM Mobile and Social Identity (Facebook) Fails (Doc ID 1942608.1)

Symptoms

The login page is just redisplayed over and over when trying to access WebCenter Portal using a facebook user configured with Oracle Access Management Mobile and Social (OAMMS).  It does not allow the user to login to WebCenter Portal.
Testing access to a static html file /index.html this is working fine with a facebook user.
