Workflow Error: "Cannot set workflow participant." (Doc ID 1942773.1)

Symptoms

Errors are shown when trying to assign an asset to workflow.

After selecting a workflow, the browser shows an error message:

"Cannot set workflow participant.
The most likely cause of this error is a system configuration error. Please contact your system administrator for help."

The futuretense.txt/sites.log contains an exception:

Changes

Sites is configured with hybrid LDAP integration (users and ACLs in LDAP but roles and sites in the Sites database).
