"Service Temporarily Unavailable" when implementing url rewriting rules (Doc ID 1942814.1)

Symptoms

Sites is accessed via apache httpd, over http and https. Rewrite rules were added to apache httpd.conf to remove the "/Satellite" part from the url. However when accessed this results in an error:

Service Temporarily Unavailable

When the httpd.conf rewrite rules are removed then the site functions as expected.
