WSDL XSD Definitions Change After Application Restart

Symptoms
One of the XSD definitions of a WSDL contained in a web application in WebLogic 12.1.1 changes after the application is restarted and back to the right definitions when the application is restarted again. Because of this problem, the calls to the web service failed. The complex type becomes "xsd:anySimpleType" after restarting the application. Then it becomes a complex type after another restart.
