InfoOnly Metadata with Empty Default Value is Not Shown on Check-In and Update Forms (Doc ID 1944985.1)

Symptoms

WebCenter Content 11.1.1.8 environment;  InfoOnly metadata field with empty default value is not shown on check-in and update forms.   When a default value is entered the field is shown.  10g metadata field is always shown.

-- Steps to Reproduce --
--------------------------------
1- Create a metadata.
2- Create a global rule and choose the metadata just created.
3- Choose the option InfoOnly.
4- Don't check the "Use default value" option or if you check it, don't put any value (empty).
5- Publish schema.
6- Go to Standard Check-in and see the metadata is not shown.
7- Modify the rule and add a default value to the metadata.
8- Publish schema
9- Go again to Standard Check-in and now the metadata is shown with its default value.
