/WS tpinit() Fails After WSL Restart When Using Multi-Context (Doc ID 1948550.1)

Symptoms

 This problem happen When using TPMULTICONTEXTS flag in tpinit().
If WSL shutdown and calling tpinit(), it fails with TPESYSTEM as expected.
However, if WSL shutdown when just processing tpinit(), sometimes it still fails by
TPESYSTEM without ULOG message after booting WSL.
If the problem happen, this client process no longer to success tpinit()
