Unable to execute service GET_SEARCH_RESULTS Error Using the Filter Box To Search In Document Explorer (Doc ID 1949395.1)

Symptoms

This issue could be seen on an environment using WebCenter Portal (WCP) 11.1.1.8.0 and WebCenter Content (WCC) 11.1.1.8 with BP3 (Bundle Patch) or higher.  

An error is seen for any attempt to search in the Document Explorer Taskflow using the Filter section.  The expected result would be for it to return a filtered list of documents.
