Public Access To Discussions And Announcements Results in "User is not authorized." (Doc ID 1949882.1)

Symptoms

WebCenter Portal 11.1.1.8.0 installation.   Discussion and Announcements are working fine for authenticated users, after creating a PUBLIC portal and there seem to be some issues with the Discussions and Announcements.

For a non-authenticated user coming into the Discussions page, get the error:

"failure to authenticate the user anonymous, due to: Unable to get user profile for username: anonymous"

For a non-authenticated user coming into the Announcements page, get the error:

"User is not authorized."

The "Public-User" permissions on the Security > Roles section of the portal is set correctly.
