Admin Applets Fail to Start When the Domain Policy/Credential Store Resides on the Database (Doc ID 1951490.1)

Symptoms

When attempting to start one of the Webcenter Content server applets as a standalone application outside of the WCC Admin Applets page, it will fail.

This includes starting the BatchLoader and SystemProperties.

Two different errors may be returned:

 A JPS-01060 error:

Or a JPS-01055 and JPS-10000 error
