OAM11gR2 : ORA-01461 Error Happens When Adding 8th or 9th User from OAM Administrative Console (Doc ID 1952609.1)

Symptoms

A user having administrator role are not able to be registered in OAM admin console with OAMSSA-06252, JPS-10000, EclipseLink-4002, ORA-01461 error.

In diagnostic log, the following is shown.

Internal Exception: java.sql.BatchUpdateException: ORA-01461: can bind a LONG value only for insert into a LONG column

The issue happens after already adding around eight or nine users.

Step by step for reproduction.
1.Create 9 users in LDAP server of OAM ID store.
2.Log into OAM Admin console.
3.Navigate Launch Pad > Configuration > Administration.
4.Add 9 users as System Administration.
  When you try adding 9th user, the error will happen.
  (Or you may get the error when adding 8th user)

Changes

Adding more than eight or nine users via OAM Admin console.
