Symptoms

Following the documentation at Configuring SAML 2.0 Services: Main Steps, we have reached the step "Publish the metadata file describing your site, and manually distribute it to your Identity Provider partners." However, when trying to publish the metadata file, the WebLogic admin console reports "SAML2Service Unavailable" and the publish fails.
