WebCenter Portal Document Explorer Shows Incorrect Last Modified Time and User (Doc ID 1958116.1)

In WebCenter Portals document explorer taskflow, when a document is opened and in the document details screen it shows the document name, identifier, description ... last modified time, last modified by and the last version number ..etc.

The last modified time, last modified by and the last version number are inconsistent and confusing.

Example
======
If the WebCenter Content (WCC) administrator has run the archiver in WCC to purge some old versions for this document, the last modified time and last modified will be updated and shows the time when the archiver was executed and the user who ran the archiver.

From the end user point of view, it's confusing as they have not modified the document, but WebCenter Portal shows that the document was modified by someone.
