After Exporting/Importing a Business Rule between MS Excel and SOA 12c, the Rule no longer executes (Doc ID 1958899.1)

Symptoms

Using a setup of SOA 12.1.3.0.0 and MS Excel, the Rules functionality stops working and generates an error instead.

After exporting business rule to MS Excel and then importing back after a change to rule or addition of rule, the Rule no longer executes.

The error generated is:
The message is "Incorrect argument type encountered in function or method invocation at line 'x' column 'y' in /Ruleset (main)

Steps to replicate:

1. Export rule into MS Excel.
2. Add new value to Decision Table
4. Add new rule
5. Reimport the excel xls file. and accept all changes.
6. Retest rule and encounter error
