Log4j Is Not Working

Information in this document applies to any platform.
No log messages are appearing in sites.log. The option "Configure log4j" is missing from the Admin tab -> System Tools.
Commons-logging.properties and log4j.properties are set to default values from install and the log directory has the required permissions.
