Symptoms
A user which is a part of the Administrators group is unable to open the policy editor with the hint, "Logged in role is not allowed to view/edit Access Control Policies." as below.
This hint is shown by hovering over the HTTP URL link of the Transport Access Control field, which is shown on the Security Settings tab below the Security tab of a Proxy Service.
