OUD 11g ( 11.1.2.2) ODIP Synchronization Fails with: "javax.naming.NamingException: LDAP response read timed out, timeout used:45000ms.; remaining name 'cn=changelog'" (Doc ID 1963112.1)

Symptoms

Using Oracle Directory Integration Platform (DIP) with OUD 11.1.2.2

After configuring an export synchronization profile from OUD to ODSEE, after some time DIP fails with the following errors.
All the synchronization profiles stop working when these errors are seen. Disabling the export profile allows other synchronization profiles to start processing again:
