Cannot Start OHS 12c When Node Manager is Started From a Windows Service (Doc ID 1963705.1)

Symptoms

Following Oracle Documentation to start Node Manager as a Windows Service:

1.3.1 Registering Node Manager as a Windows Service

When attempting to start the OHS using "startcomponent.cmd ohs1",  (not using a Windows Service), it fails with the following errors, when nodemanager was already started via services.msc:

No recent information will be logged in ohs1.log because it has not reached the startup process of OHS, yet.
