Cannot Start OHS 12c When Node Manager is Started From a Windows Service

- This was written for 12.1.2, it was found it can also apply to 12.1.3+. Ensure to use the correct MS VISUAL C++ Redistributable and check the setup as described.
Symptoms
Following Oracle Documentation to start Node Manager as a Windows Service:

When attempting to start the OHS using "startcomponent.cmd ohs1", (not using a Windows Service), it fails with the following errors, when nodemanager was already started via services.msc:
ohs_nm.log shows:

No recent information will be logged in ohs1.log because it has not reached the startup process of OHS, yet.
