Symptoms

After updating Java SE to 7 update 65 or higher, an applet or WebStart application that uses a Deployment Rule Set (DRS) to run on an older JRE version or update suddenly starts getting blocked with the error:

This error is seen even though the older_version or update is installed before and after the installation of Java 7u65 or higher and no changes were made to the rule set.
