Asset search index update fails with "Failed to delete IndexRow..." causing duplicate entries in the index

Symptoms
Duplicate entries for the same asset are being created in the lucene search index, due to a failed index update when deleting an asset, followed by a successful reinsertion of the new index item for the same asset.
For example, an asset edit/save in the UI triggered a reindex:
