Unable To Create New Public VLAN In Exalogic Virtual 2.0.6.0.0 With "Partitionfile not valid on all SM nodes" Error In EMOC Job Logs (Doc ID 1966521.1)

Symptoms

In Exalogic Virtual release 2.0.6.0.0 new public VLAN creation fails with following error in EMOC Job logs. The EMOC Job for VLAN creation fails.
