QUOTES CHARCTER IN WEBFORMS COPIED FROM MS-WORD TURNS INVERTED QUESTION 

When you copy the texts from the MS-WORD if it contains the Quoted strings 
then, copying of those strings turns the quotes character into inverted 
question mark.
