Enterprise Capture Fails To Start and Java Errors "access denied" and "null KeyStore name" Occurs in Logs (Doc ID 1968191.1)

Symptoms

After installing Enterprise Capture, the server server does not start. The following Java errors occur in the server out log:

[JavaPolicyProvider]: System Property [java.specification.version => 1.8]
policy: reading file:/data/oracle/wlserver_10.3/server/lib/weblogic.policy
java.lang.IllegalArgumentException: null KeyStore name

 

access: access denied (oracle.security.jps.service.policystore.PolicyStoreAccessPermission Context:APPLICATION Context Name:capture Actions:getApplicationPolicy)
java.lang.Exception: Stack trace
