11g Site Studio Error 404 when Loading .XML Files (Doc ID 1970531.1)

Symptoms

Users cannot load web pages from Site Studio in upgraded 11g content server.  Users are able to load native documents such as, .html, .doc, .xls, etc...; however,  .xml files generate "Error 404 -- Not Found From RFC 2068..."
