Unable To Remove User Membership From Portal. Error: No Matching Users Were Found With Search String (Doc ID 1982177.1)

Symptoms

When trying to remove a user member from Portal 11.1.1.7 or 11.1.1.8,  the following error occurs:


Error In Browser

No matching users were found with search string Portal3



The Error in the log file shows:

Caused by: oracle.webcenter.webcenterapp.security.WCSecurityException: No matching users were found with search string Portal3
        at oracle.webcenter.webcenterapp.internal.model.security.WCSecurityManagerImpl.revokeJpsRole(WCSecurityManagerImpl.java:1580)
        at oracle.webcenter.spaces.internal.model.security.SpacesSecurityManagerImpl.revokeRoleAndPublishActivity(SpacesSecurityManagerImpl.java:2884)
        at oracle.webcenter.spaces.internal.model.security.SpacesSecurityManagerImpl.revokeRole(SpacesSecurityManagerImpl.java:358)
        at oracle.webcenter.webcenterapp.internal.model.security.WebCenterMemberManagementDC.removeMembers(WebCenterMemberManagementDC.java:991)
        at sun.reflect.NativeMethodAccessorImpl.invoke0(Native Method)



NOTE:  Portal3 in this case is NOT a user but the name of the Portal from which the membership is being changed.
The error message is misleading
