Java Applet Will Not Load with TLS 1.2 Enabled Throwing "Error signing certificate verify" (Doc ID 1983164.1)

Symptoms

On Java SE 7 or 8, with TLS 1.2 enabled, Java applets will not load when client certificate authentication is required.  The JRE will not complete the TLS 1.2 handshake when TLS 1.2 is negotiated and the server requires client certificate authentication.
