WebLogic Message Editor (class weblogic.i18ntools.gui.MessageEditor) Doesn't Create A New Log Messages Catalog (Doc ID 1985549.1)

The WebLogic Server Message Editor (documented at http://docs.oracle.com/middleware/1213/wls/LOGSV/msgeditr.htm#LOGSV168) in WLS 12.1.3 fails to create a new log messages catalog. The issue can be reproduced at will with the following steps:

Execute setDomainEnv.
Run java weblogic.MsgEditor.
Go to File -> New catalog. Fill in all the fields and select Catalog type: Log Messages.
Hit create catalog.

The catalog file is not created nor is it loaded into the WebLogic Server Message Catalog Editor GUI.
