Running synchronizeUserInformation Script with operationType='DELETE_USER' Fails to Detect if the User is Deleted from the External LDAP if the User was Recreated with Same or Different orclguid (Doc ID 1986178.1)

Symptoms

When running synchronizeUserInformation script with operationType='DELETE_USER' it sets the user status as "Deleted" in WC_AS_ACTOR_DETAIL table. This status remains unchanged even if you recreate the user with same or different orclguid.

Once a user is marked as deleted on the WC_AS_ACTOR_DETAIL table, the synchronizeUserInformation script fails to detect if the user is deleted from the external LDAP.
