Missing WebCenter Content Security Groups In Webcenter Capture Commit Profile

Symptoms
Using 11.1.1.8 WebCenter Capture and WebCenter Content, when configuring the WebCenter Commit Driver Settings, the Check-In information tab only lists the Public security group in spite of other security groups being available on the WebCenter Content server.
All of the document types and other information from the WebCenter Content server are coming through except for security group. The user profile (weblogic) used to connect has full admin access to the server.
