Webcenter Capture 11g - email direct commit to Webcenter Content not working (Doc ID 1990631.1)

Symptoms

After successfully configuring an email import processor job, emails are not getting directly committed to Webcenter Content. Neither Webcenter Enterprise Capture nor Webcenter Content are generating any errors.  The email import processor job is successfully able connect to the email server/account.

Emails are getting inserted into batches for users that have access to an email client profile.  These emails can be released into Webcenter Content, but emails are not directly committed (i.e. bypassing the Capture client).
