Symptoms

A new Oracle Distributed Document Capture Server was installed on a Windows 2008 R2 (64-bit) server. When attempting to connect to the WebCapture.asp page located on that server, an error is returned:

Failed to Login
Error creating login tool instance. [ActiveX component can't create object]
